[captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. visit ncicap.org] [captions copyright national cable satellite corp. 2025] >> we are delighted to be joined by the former u.s. senator and now the leader of the u.s. small business administration. she can speak specifically to some of the great hardships being felt by the people who provide jobs now around this country. make -- day 27 mean it's been almost a full month since the democrats shut down the government. and as we near the end of this month the pain being felt by so many working people is very real and it gets worse with each passing day. here are some of the stats, last week 1.4 million federal workers missed a full paycheck. many of them were furloughed and many more are deemed essential workers, essential to keep the country safe, tsa agents we've

discussed, air traffic controllers and our troops. but so many of them now are going without pay. the families of military service members and air traffic controllers and so many others are now invariable risk of missing a paycheck at the end of this month. the trump administration has done every thing possible to prevent and to try to find sources of funding within the federal government to cover the bases but it is getting more and more challenging with each day. every republican in congress wants to stop this madness desperately. we have voted many times collectively 13 times to reopen the government once the democrats closed it. but here's a very simple and important fact we have no ability, republicans do not have the ability to do this on their own. it's a simple math problem, we need to democrats to help. we need 60 votes in the senate. we only have 53 republicans. the democrats of the one voting

shut down the government. but they are not, they are not opening back up they spend most of their time trying to distract people from the truth so we brought you little visual aid to remind everybody what the simple facts are. for simple facts here, the democrats are required to open the government. they keep saying republican's are in charge of government. we aren't, not in the senate. so point number one democrat votes are required to open the government. they refused to do it. they have now voted 12 times to keep the government closed and they will have another chance today or tomorrow, may be multiple times this week. we will see what they do. the third point is important because they've been trying to confuse the american public trying to say this is a fight about health care or this or that, it's very simple. they made this their demand in writing on the record in the senate.

these are just for sub points there under fact number three. there are many more. among the things they are demanding, this is with the democrats in the senate are demanding, they want to give $200 billion in health benefits to illegal aliens and noncitizens paid for by u.s. taxpayers. that is in their proposal. they want billions and wasteful programs to be returned to foreign countries so we can stop these things they want to turn it all back on. they're demanding we do all of that to give the government open . they want to give a half a billion to news organizations and that in $50 billion for rural hospitals. we cannot, we will not do those things and they know that very well. this is the point number four. the democrats you had to cover last week. that they are using the pain of the american people as their leverage, the number two ranked democrat in the house the

minority whip who said that, acknowledge it in an interview. this is leverage and chuck schumer himself posted every day of the shutdown it gets better for us. a quote he wishes he had not set out loud. why are they demanding these things, why is point number three so essential? because it's unprecedented as we know and reminded you while they voted for crs every time. as recently as march. but they are do it it to pease their far left marxist based, that's why. that's why the american people are suffering, because the democrats are more afraid of the marxists in their base than they are of hard-working americans. they've made an evaluation that they have to appease the marxist base, they are so concerned they will lose their jobs if if they don't appease the far left and they sat in a back room and they made the calculation that it would rather shut the government

down and propose all this pain on the american people because they believe the far left of the base are more active than hard-working americans. and so they made the calculation that it's worth it. every day gets better for us we will use that as leverage. for what? to prove to the far left base that they'll fight trump and fight the republicans. what are they fighting, it's a clean cr. it's the same level funding they voted for as recently as early this year. they are biding level policies and spending. this is not some republican wish list. we don't have any of our priorities in this at all. it's the democrats own product that they have decided to flip the script this time because they are getting too much heat from the far left. the facts are so simple. and and i will give you an example be to why this is so true. on friday there was a bit of a seismic shift in politics over the weekend. we saw our clearest sign yet

this radical insurgent movement in the democratic party is succeeding. they are ending what has always been known as a democratic party in america. after a month-long pressure campaign from the far left. the house minority leader finally relented, he gave in and gave his endorsement to the socialist running to be mayor of new york city. the house democrats of chosen a side and forced to it that far left. and they've shown the world with a really believe. there was no longer a place for centrists and moderates. the democrats they have endorsed, mamdani is somebody who we talk about a lot, he sympathized with hamas and openly embraced anti-somatic language. he has called to seize the means of production because he is a marxist. his call to abolish our borders, to abolish and -- immigration enforcement, to defund the police among the longest i can share with you.

zohran mamdani is expected to take the helm of one of the most american cities in the world, the largest city in america and now has the full blessing of the democrat leader in the house of representatives. it is shocking. all the other democrats are going to co-own the consequences of what they do to america's largest city. every reporter in this room should be asking every house democrat individual whether they to agree with hakim's endorsement. it's an extraordinary moment in american politics, this is not the kind of history we need to be making. what we're seeing is truly the end of the democratic party as we've known it. even some democrats are now saying that out loud. you can see it in uh their interviews. i saw one last night. this is directly related to the democrats shut down. why? because just like they decided to save their own skin that they had to endorse the marxist

mamdani, an unprecedented move. they've also decided to shut down the government in an unprecedented move no matter the pain it inflicts on hard-working american people, they are simply more afraid of the marxists in their party. for the sake of our country we pray that their calculation is wrong. and as much as they try to distract and obscure and say it's about any other issue under the sun, all those issues were always scheduled to be decided. health care the expired obama subsidies, the ndaa, appropriations all of these were always on the calendar for republicans and democrats to hash it out in october, november december. this is not a surprise. not espys to republicans or democrats. that's the only thing they could grasp on to to try and give some sort of argument to give cover for the fact that they are running from the far left base of their party. facts are facts.

and end the ball is fully in their court. who are they going to respond to, the american people -- i think hard-working american families need to be a little more vocal. need to call some of these offices and say to stop the games. they need to know they should fear the american people worse than the marxists were trying to take over the party. that is exactly what is going on. i want to zoom in because we have a special guest here and focus on a group of men and women who have seen the impact of the shutdown on the bottom line every day and that is america small business owners. small businesses are the largest employers in our country. but unlike washington democrats they don't have the luxury to wait out the shutdown. for many of them federal contracts have been frozen, sba loans and support has dried up. business dropped off to the uncertainty in the markets. a survey of small business owners across the country found for the one in five small business owners who rely on

government contracts, the shutdown is forcing them to roll back on their investments and what are those investments, new hires for jobs, supplies and services and a pull back on those things so they can make payroll work so they can keep their employees employed. one business in north carolina that relies on federal environmental approval said the back log that's generated by the shutdown will last long beyond today. another business in georgia specializes in home repairs added "when likelihood -- livelihoods are affected in such a matter, home repairs and projects get delayed or canceled. the government shutdown is a threat to us all." for american businesses that rely on loans from the sba each day means crucial dollars lost and that affects every american every day. small businesses are being forced to go without roughly 170 million in sba backing loans each day. that adds up to $4.5 billion in

taxpayers a $4 trillion tax hike then senate democrats voted for, congressional democrats supported. that tax cut is a big reason why we've seen a historic comeback for our nations economy under the leadership of president trump and congressional republicans. the data was very clear, small business optimism was at seven years highs. wage growth is outpacing inflation for the first time in four years. gdp growth was 3.8 percent, deregulation, energy dominance and fair trade were finally back. for the first time in years, american small businesses felt the wind in their sails, they were taking on new capital to hire, expand and invest. that confidence manifested itself at the sba through historic demand for capital, exceeding one hundred million dollars for the first time in the agency 72 year history.

under president trump's leadership. that includes $45 billion, a record 45 billion, in sba loans to 85,000 small businesses in fiscal 2025, the most ever approved by the agency thanks to confidence in the trump economy. but today 27 days later as the speaker said democrats have intentionally put that momentum at risk. the sba loan guarantee programs have been halted and main streets capital has been choked off because senate democrats are playing politics with lives and livelihoods. they are demanding 1.5 trillion dollars in taxpayer funding to fund health care for illegal aliens. there spend is fact free. they want to subsidize their broken fraudulent and unaffordable health care system where premiums have increased by 80% since 2014 and those are the enormous costs that are born on the shoulders of small

businesses. but the pain is the point. every single day of the shutdown has stopped 320 local businesses, every single day, from accessing 170 million dollars in sba loans for hiring and for expansion. in chuck schumer's own state, that is $40 million every single week. in my home state of georgia senator ossoff and senator warnock shutting down millions in main street capital every single week. so one day 27 all of that adds up to 6000 small business loans that have been prevented from receiving upwards of $4 billion in mainstreet lending. it's not just the flow of capital, its small businesses rely on federal contracts thousands of them across the country have received stop work orders. thousands more who rely on federal workers as their

customers are seeing the revenue dried out. here in washington of course but around our military communities around main streets across america. it's our storefronts that are cutting back hours, manufacturers are shelving expansion plans and generational businesses that are closing their doors for good. it's business they will never get back. thousands of painful stories like these are playing out and that's what democrats are talking about when they say they now have leverage. no america small businesses make up 99% of all our nations businesses and create two out of every three jobs and they make up about half of our gdp so when the cea estimates that every week of the democrat shutdown it shrinks the u.s. economy by 15 billion dollars that cost is borne by main street. when they estimate that senate democrats shutdown costs our economy 43,000 jobs, those jobs

are small businesses. all because senator schumer and his caucus are willing to sacrifice mainstreet so they can derail president trump's historic economic agenda. and appease the socialist radicals who are now in charge of the democrat party. it's why i'm so proud to stand here with speaker johnson, chairman williams and the entire house leadership team united behind mainstreet, our military and those who rely on critical federal services. it's time for chuck schumer to end the political stunt, pass a clean funding bill, open the government, stop putting illegal aliens in the marxist socialist demands of your radical base over small businesses back home. we must bring the same common sense that prevails on main street washington. i'll now turn it over to my good friend and chairman of the small business committee, roger

williams from the great state of texas. mr. williams: i appreciate mr. leffler. she quoted a lot of numbers which are all true, but let me say this, i chair the small business committee. i'm a small business owner. i didn't sell my business 10 years ago or anything. we still have our family business since 1939. i know what's happening on mainstreet when it's good and when it's bad. mainstreet is very feared -- fearful of the schumer shutdown, he is totally holding mainstream america and small business employees and is futures what he's concerned about. mainstreet is 99% of the businesses are small businesses. 75% of the payroll, the workforce is small business. it's every small business in your hometown. i go over and -- i'm not

necessarily much of congressmen is much small business owner and i can tell you what's happening there. i'm worried about the 99%. i'm worried about 75%, i'm worried about the fact they can make payrolls with the sba ready to go. we have had more activity in the sba since november 5 and we did in years because people want to start a business. they see the trump economy works and want to start a business. i'm worried about that group of people. i'm worried about the fact they can meet payroll, that they can buy inventory. if you can buy inventory you can sell anything. if you want to go deeper into it if you don't have inventory inflation will rise because you're not discounting your inventory. that's how capitalism works, that's all the private sector works. so the other thing we did before the shutdown thanks to you is the fact we raise the loan limits from five to 10 on

manufacturing. rate ready to grow and expand your business. and i will tell you if we are lucky enough to have rate cuts this economy the trump economy is going to lead the way and explode but we can do with chuck schumer hanging an anchor around everyone's neck because he's personally concerned about this political future. as a small business owner the greatest asset america has as its people, it's mainstreet america. risk and reward built in. right now there's no risk and reward they're just playing defense. this shutdown must end immediately. to save small businesses, save consumers and save mainstreet americans. i'm honored to chair the committee and work with senator leffler. we can get this done everyone's ready. take a look of the small businesses in your district or new york senator schumer, tell them that you don't care about them, tell them you don't care if they don't meet their payroll. and see how that goes.

taxes to get government run grocery stores and the lunacy that comes with that? that's the democrat agenda. it's not about improving health care because again in their own alternative bill they want to got rural health care. they you know what else they work to do in the working families tax cut we have a provision that would've lowered premiums by 11% according to cbo . it was scored to lower premiums on families. you can go look it up. it's been out there is an idea for a long time. we put it into bill language and pastor through the house. but democrats will use a parliamentary maneuver under the byrd rule to get that removed because they don't care about families, they don't care that that provision would have absolutely lowered premiums by double digits for families who are paying too much. and not only did they get it removed, democrats and the senate brag still to this day on

their website that they removed it. they want to tell you it's about health care, it's not. it's about getting leverage. showing off to their radical marxist socialist base that they're fighting donald trump because they're still angry about the results of the election. and in the meantime, real families are struggling every day the number grows higher. yesterday, senator gallego went on meet the press. he was asked when democrats will reopen the government. he said "i'm not looking at a timetable, i'm looking at everyone's personal pocketbooks ." you ought to be looking at the pocketbooks of those single moms who right now are facing losing their wic payments. facing losing their snap payments. and if senator gallego is not

sure how many people that is, we have been told by the administration how many people will stand to lose real benefits, snap benefits, food stamps for kids, 42 million people will lose those benefits in just a few days senator gallego, a look at their pocketbooks. women infant and children program helps feed 7 million low income moms and infants senator, go look at those pocketbooks. and who knows what your motivation is, but i will tell you what their motivation is, their motivation is to put food on the table for their kids and every republican and democrat -- if voted yes to put that food on the table and democrats keep voting no, they keep voting to shut the government down. and it's having an impact on people. head start, which is a program

that funds education and nutrition services for 800,000 kids under the age of six. you hear this theme over and over again, who the democrats are using for leverage and hurting is kids and nutrition programs. those who they've chosen to target. and it's real hard and real pain that they are causing. but then it gets even bigger. just today, the american federation for government employees, a large union came out and said it's time to pass the clean continuing resolution and end this shutdown today. no hash half measures and no gamesmanship. and the union went on to say today "because when the folks who serve this country are standing in line for food banks

needs to end now. we stand ready to get that job done. we voted to get the job done. it's time to stop playing and harming millions of people. >> we are now on day 27 of the government shutdown, the consequences are getting worse -- more severe every single day. over the weekend we saw federal workers line up at food banks as a majority leader was just saying. as they are being forced to figure out how to feed their families. we sought control towers at major airports such as dallas-fort worth newark and phoenix facing significant staffing shortages. if the democrat failed to pass or clean cr and reopen the government this week, more americans will miss their hard-earned paychecks. some states will be forced to cut off snap benefits including my home state of minnesota.

thankfully the trump administration and private sector companies have stepped up where democrats have refused. president trump has found creative solutions to help fund wic benefits for moms and young children for just a little bit longer. doordash announced yesterday they will help support americans by delivering free meals to food banks and waving delivery and service fees on grocery orders for snap recipients. but these are band-aid solutions to the democrats self-inflicted shutdown problem. remember, it does not have to be this way, there is a nonpartisan government funding bill sitting in the senate ready to be sent to president trump's desk immediately. we just need five senate democrats to come to their senses, do the right and reasonable thing and support are clean senate bill.

why not do that, when you bring them back here rep. johnson: rep. johnson:. so were evaluating this day by day. the house did its work. and of the most important thing is to get the government open. it's the number one priority and number one responsibility of congress and the senate democrats of chose not to do it. we think that's of paramount importance, there is plenty of time the remainder of the calendar year to do all things the must pass pieces of legislation and negotiations referenced earlier today and we are anxious to get everybody back to work for the regular -- regular legislative session. but there cannot be a regular legislative session so long as the government is closed and americans are feeling so much pain. now in the meantime, republicans. i don't know what the democrats are doing but i can tell you house republicans are doing some of the most meaningful work, they are in their district working around the clock with their constituents helping them to not only negotiate the crisis

created by this democrat shutdown but all the other matters they need to attend to. i'm hearing from them individually they are having some of the most meaningful interactions in a time of great crisis with their constituents they've ever had so i don't want to pull them away from that work right now when their insight and counsel and assistance and those other staff who are getting paid to uh -- that is most needed. we will get back on the floor as soon as we can. as soon as democrats allow us in the meantime though the committees and chairs of all the committees and the active members are still churning the workout. they are not doing a markup in a formal meeting for example but they are still doing very meaningful work. the oversight responsibilities continues to work. you might've noticed him the oversight committee dumped its third batch of files. just a number of days ago.

43,000 documents are out there including epstein's own personal flight logs, his financial ledgers, his daily calendar and diaries, all of those things are out in the public. all these essential functions of the house of representatives continue in earnest -- no, hakeem jeffries said there on vacation -- you're on vacation. house republicans are doing very important essential work. >> do you think the administration should tackle that -- rep. johnson: the administration has worked as you all know very creatively and very hard to limit the pain on the americans because the democrat shutdown. and the snap benefits is unique situation. i got a summary of the legal analysis and to meet the

contingency funds are not legally available to cover the benefits right now. the reason is because it's a finite source of funds, that's appropriate by congress. if they transfer funds from these other sources and pull away immediately from schools or infant formula. it's a trade-off. there has to be a pre-existing appropriation for the contingency fund to be used and democrats blocked that appropriation when they rejected the clean continuing resolution. so the way to make this stop immediately is we just need a handful, five more democrats in the senate to do the right thing and wake up and say i am going to say no to the marxist far left pressure and i'm going to do what's right by the people, 40 2 million americans in this country who rely upon this essential nutrition assistance. i am not going to starve my constituents or appease the marxist. that's their actual calculation whether they say that out loud or not.

everyone in the room knows exactly what's going on. it's so infuriating to us. for snap benefits to be paid on time and that can be happen right now if they would show some spine. >> the militaries again can have a paycheck problem, the present found money to pay the military including money -- do you or any of your staff -- is it your understanding that money will be found again. rep. johnson: we did get the president as you know research and develop an unobligated fund to pay the military in the middle of october. the next check is due at the end of this week and we are not 100% sure. i know the administration and everybody is bending over backwards trying to figure that out but i don't know the final analysis. with regards who gave the $130 million very generous donation

to help pay troops, by the way that's a small fraction of what's needed. but a very generous donation i had not asked the president for the identity of that person because they want to remain anonymous. i've heard -- i've heard rumors but i'm not certain because i haven't asked to verify that myself. >> both mentioning this new statement from the president of the federation of government employees. they are obviously calling for a clean cr to pass which so you guys asked. did you see the statement from aft is a turning point in the shutdown? do you see this is something that can move senator schumer? rep. johnson: i certainly hope so, it's a union [laughter] and they represent a large amount federal employees represented to your point pass the cr and open the government. couldn't be more clear because

they understand the reality of this, many of them watch carefully what's happened in the walls of congress they know this whole thing about the democrats the entire shutdown is a charade because they know and anybody who pays attention knows we are always going to arm wrestle over the remaining issues on the table. and they are tired of the distraction and it's hurting their families who are suffering. they really are going to the food pantries to feed their families, it's shameful. we've got to be able to operate and we can't allow a rise of marxist far left activists in the party to shut down the entire operation of the federal government and that's exactly what they are allowing them to do. the democrats are got to their senses. at least keep the government operating for us. >> is there any work being done on republican solution to the health care cliff? about a short-term plan,

certainly there is some pulmonary work. rep. johnson: i've been waiting for this question for a while and i carry this visual aid around. when i talk about this we have been doing this for years. many of you know this is to publications. when i was chair of the republic and study committee, we published volumes of ideas on health care. this is volume one, we had an entire body of the smartest minds in congress as far as the republican minds worked around the clock the doctor's caucus they talk stakeholders from around the country in all the areas and they came up with a formula on how to reduce the cost of health care dramatically, how to make obamacare affordable and workable in some way, to increase the access to care and the quality of care and and these ideas on paper for a long time, there's volumes of this

stuff, a volumes of it. what were doing right now will we had been doing, but we were already doing because we know health care is a major burden for the american people. we've been working on it since day one of this congress. we worked on it in the years prior and we've already demonstrated when we say the republican party is the only party that has any chance at fixing health care for the american people, we have demonstrated it. we have put into the one big beautiful bill as you know we strengthened the medicare program we started there because it was the lowest hanging fruit. because the fraud is so glaring and we cut out we eliminated the fraud, we preserved it for the people who rely upon it and needed the most. the elderly and disabled for example. we got able-bodied young men without dependents off the program and we strengthened it. the cbo is not on my team ok, they're the ones who came out and said it can save 180 $5

billion and they got 2.3 million in eligible recipients off. that's an important first start, and so the next thing is to fix all the other components of health care. that's what we had plans to do, the expiring obamacare subsidies are a serious problem because if if you look at it objectively you know it is subsidizing bad policy, we are throwing good money at a bad broken system and so it needs real reforms. the reason it was never appropriate whenever possible to be resolved on a simple cr stopgap funding measure is because it's very complicated to fix. but republicans have the long list of ideas, leader's police have been working with the chairman putting in all of that formulating grabbing the best ideas we've had for years to put it on paper and make it work. we know we will have to arm wrestle with democrats. because many of them are avowed to get us to a single-payer
